upgrading from ie4 to 6 using win98

installing ie6setup on desktop windows update setup states
a previous installation has pending work requiring a
reboot. you need to restart your computer to complete that
installation before running internet explorer setup. setup
will not close-ok. what do i do? thanks.

See if there is a "c:\windows\wininit.ini" file. If so, rename or
delete it. Then try running IE setup again.
