internet not allowing you to go in to program files

My Internet is not allowing me to go into program and
desktop files. When you unplug the modem the files will
open. What is causing this to happen. Also the RAM is full
and will not empty while the internet modem is hook up.
how can I fix this.

I really don't know ....but why don't you start with some basic cleanup:
empty temp intenret files/delete history/scan disk and defrag
