How do I restore the normal menu (File, Edit, View, etc.) to an IE window that is not displaying it?

Not sure that this will work with anything as old as IE4 but try it:

Reset the toolbar setting from Registry using this fix:

Actually this is IE6..couldnt find an IE 6 group.....
